I just bought GoW Ragnarok Collectors this week and it comes with a digital download code for both the PS5 and PS4 version with other digital items. It only comes with the one code for the game - meaning you have to redeem both the PS5 and PS4 copy (obviously to stop people selling the spare). However even though i now own a digital copy of the PS4 and PS5 version of God of War Ragnarok, it still proceeds on my PS5 to download PS4 first. I have to stop that version downloading but the PS5 version for some reason did not initiate downloading.
