Um, I think the USPS guidance (?style guide?) is intended to recommend use when putting addresses on items they will handle. How a newspaper reports particulars of criminals seems "out of scope" for the USPS guide. Your examples would work for a newspaper in the USA (with or wthout the comma makes no significant difference - except, perhaps, for commaphiles or commaphobes) but would be inadequate for others not familiar with the meanings of the USPS two-letter codes for the states., Could the example below work? The USPS does not use a comma between the city and the two-letter state abbreviation. Just your opinion, of course.
