The Senior HSE Advisor will be working in the HSE Department and will be tasked with providing professional HSE advice and guidance, focusing on safety and environmental matters. The job holder will liaise with environmental the regulator and will be appointed as Oil Spill Emergency Response Coordinator including capability building. The job holder is also responsible for waste management coordination. KEY ACCOUNTABILITIESIn GeneralContribute and comply with the local laws and the effective implementation of Company HSE Policies, Procedures, standard and GuidelineContribute to the HEB HSE key performance indicators for improvement and monitoring and implement HSE Excellence on company HSE culture initiativeIntervene on any unsafe acts and conditions by raising Quality HIOC Observation CardsContribute to establishment of the Annual business plan, Work Program Budget, HPB Annual Sustainability reporting as well as HEB monthly or Quarterly reporting for all required external regulatory and relevant stakeholders (BBJV, SHENA, PA-HSSE, JASTRe, Department of Energy- Brunei climate change).Contribute to either HEB monthly or Quarterly reporting forEnsure that the HSE Company Management System documents are applied and incorporate the local laws regulations related to Safety and Environment i.e., SHENA, JASTRE, MPABD.Be part of the HSE Management Committee meetings to review action plan for objectives and improvement actions and part of the local HSE regulatory committee or members to review and provide input on any matters related to Safety and Environment.Be familiar with SHENA Workplace Safety and Health Order 2009 and Chapter 240 EPM Act.Environment Protection Coordinate or execute Environmental Studies work as and when required.In charge of obtaining/maintaining the appropriate authorization from JASTRe for conducting operations or project requirements.Contribute to Carbon footprint reduction – Greenhouse Gas at affiliate and government level.Person in charge for Environment reporting system for internal and identified external stakeholders.Responsible for running and maintenance of HEB GHG Calculator required for reporting, projects, operations, Business Plan exercise.Focal person for certification of ISO14001 (Environment Management System) and the implementation of the Biodiversity Action Plan.Assume responsibility for Chapter 240 Environmental Protection and Management Act, Brunei climate change policy, National Policy on Biodiversity.Person in charge for Environment reporting system i.e., system custodian and monthly/annual Environment reporting, monthly report writing for partners/regulator/ relevant authorities.Conduct and be part of HSE studies and risk assessments undertaken for Engineering work that require input on Environment topics.Assume responsibility for the maintenance and sound operation of safety-environment equipment and material.Act as affiliate focal person on Oil spill Contingency Plan.Operational SafetyInterface with sites on support to ensure operational safety requirement is provided and maintained.Participate in actions for identifying and minimizing risks, and the impact of activities, especially for simultaneous operations or in downgraded situations.Conduct/Be part of HSE studies and risk assessments undertaken for the design of installations, contract and procurement, the execution of operations and for abandonment.Perform the studies needed prior to start-up of activities as part of compilation of dossiers/Bridging for obtaining authorizations.Ensure HSE coordination with the operative disciplines and their representatives in the Affiliate.Coordinate the enforcement of HSE provisions on the sites and in operating entities and/or for acquisition/transfer of assets.Jointly involve in HSE department on Safety Culture improvement initiative.Act as HSE officer during project execution, FFSD/SIMOP/COSC activities, as and when required.Managing and keeping up to date of MSDS documentation.Audit and InspectionsLead or Participate in HSE audits, Health and Hygiene inspection, Contractor Joint HSE Review, check for conformity.Review, follow up and closure of assigned actions determine from Audit, inspection and reviews using HSE reporting system.Participate in Contract HSE Risk assessment and Tender Bid Evaluation on HSE Safety and Environment related subject.Coordinate the enforcement of HSE provisions on the sites and in operating entities and/or for acquisition/transfer of assets.Incident ManagementBe part of Duty officer and Incident Management Team tactical response team (Safety officer, Environmental Advisor).Maintaining up-to-date relevant ERP and OSCP documentation for the organization.Lead Bi-Annual oil spill equipment deployment exercise, training and reporting.Lead with frequency assessment on readiness of the organization OSCP capability.Lead or take part in incident, accident, and anomaly investigations and analyses.Ensure the follow-up and execution of actions determined after incident.REQUIREMENTS AND QUALIFICATIONSMinimum bachelor’s Degree (Hons) in relevant field or appropriate professional qualification either in Environmental Engineering, Occupational Health and Safety, or Science related field.Fluent in written and spoken English.Minimum 8 years of working experience in the oil and gas industry, with Engineering or Operations or HSE background.General Certificate in NEBOSH IGC is an added advantage.Familiar with Microsoft Office (Word, Excel, PowerPoint and SAP system).The successful candidate should be a self-reliant and methodical person who can synthesize findings and adjust to changing environment.The candidate should also demonstrate a high capacity when multitasking, strong resilience in problem solving, a strategic thinker, self-monitoring, self-learning, takes initiative, and paced.The ideal candidate is also
